Liupanshui in Guizhou province pursues industrial transformation for new life
More supportive policies can help Liupanshui in Guizhou province better transit from a coal-gobbling city to a local economy supported by more environmentally friendly enterprises, its top official said.
Li Gang, mayor of Liupanshui and a deputy to the 13th National People s Congress, called for more financial support from the National Development and Reform Commission within the central budget on investment.

Mechel PAO, one of the leading Russian mining and metals companies, has announced its 2020 operational results.
Mechel PAO’s CEO, Oleg Korzhov, commented: “Amid a backdrop of the coronavirus pandemic, last year was extremely uneven and perhaps the most complicated for industrialists since the 2008 financial crisis. Mechel Group survived this situation fairly well – we did not halt any of our facilities, we preserved our staff and did not revamp our production plans.
“Economic activity in most Asia Pacific states picked up in 3Q20. Today, clients are highly interested in our coal products, which is due to stable demand and incremental growth of steel output in the region. By the end of 2020, spot prices for metallurgical coal concentrate reached US$202/t CFR China. Over 2 months – from October to the beginning of December – the price went up by 62% and continued to grow. The upward dynamics of the spot market affects quarterly contract prices as well.
Beijing has set ambitious green targets in its 14th five-year plan but they are in contrast to continued investment in fossil fuels, say environmentalists.
A Busby lawmaker is proposing legislation intended to let Big Horn County negotiate a collection agreement with a troubled coal company that owes more than $8 million in delinquent taxes to the county.
The proposal has the backing of county officials and Navajo Transitional Energy Co. (NTEC), which bought the debt-saddled Spring Creek Mine from its bankrupt parent company last year. But some Democratic lawmakers and at least one environmental group have warned that the bill could allow NTEC or other companies to ultimately pay less than they owe.
Senate Bill 154, sponsored by Republican Sen. Jason Small, doesnât specifically name NTEC or Big Horn County. But Small, the Big Horn County commissioners and a company representative were clear that the legislation was drafted with its unpaid coal taxes in mind.
